Policy Brief

IMPROVING THE QUALITY OF LIFE OF DISADVANTAGED YOUNG PEOPLE IN EUROPE - TOWARDS A CAPABILITY-FRIENDLY YOUTH POLICY

This policy brief focuses on the findings of a Capability Approach analysis of the implementation of youth policies and young people’s participation in 11 European countries. Specifically this policy brief considers: (1) existing youth policies concerning disadvantage and participation of vulnerable young people at the local level; (2) the relevance of applying innovative knowledge through participatory research in order to reveal the aspirations and barriers that young people face; (3) the role of actors responsible for the development and delivery of policy; and (4) the added value of shifting the current informational basis to develop, implement and evaluate policies (based on skills and employment), to an innovative approach that includes the voices and aspirations of young people.
